This official CEF philatelic sheet honors Pierre Mendès-France, a prominent French statesman. The item features a neat layout on a white background, bordered by a black line, with a stylized illustration of Pierre Mendès-France's portrait on the left, set against a map of the Evreux and Louviers region. Below the portrait are his dates "1907–1982" and the mention "Pierre Mendès France". The right side of the sheet contains a printed biography, under the title "Pierre MENDES-FRANCE" in capital letters.

In the bottom left, a 2.00 F commemorative stamp bearing the effigy of Pierre Mendès-France is affixed, accompanied by a first-day cancellation "6 NOV. 1982 PARIS". The postmark also reproduces Mendès-France's portrait, identical to that on the stamp. The artist's signature, Jacques Jubert, is visible below the main illustration.

The sheet is rectangular, perforated with three holes on the left side margin for archiving in a binder. The individual number "13755" is printed at the bottom of the side margin.
