This CEF philatelic souvenir sheet illustrates the 1983 World Communications Year, as indicated by the cancellation dated March 12, 1983, in Paris. The main part of the sheet features a stylized illustration by Georges Yolodoglou: a black, crouching silhouette reaching out to a white dove, all against a background with purple, yellow, and pink hues, evoking a globe and communication waves.

The souvenir sheet includes a 2.60 franc postage stamp matching the main illustration, bearing the inscription "année mondiale des communications" (World Communications Year) and the same visual as the sheet. A round, gray-ink commemorative postmark is applied to the sheet, indicating the date and place of issue: Paris, March 12, 1983.

To the right of the illustration is a printed explanatory text, tracing the history of global communications and the importance of this theme for the UN. At the bottom left, the heading "ANNÉE MONDIALE DES COMMUNICATIONS" (WORLD COMMUNICATIONS YEAR) is printed in black capitals.
