This CEF philatelic sheet celebrates the World Communications Year. On the visible side, there is a central graphic illustration depicting a stylized black silhouette crouching in front of a white dove, all set against a circular background with shades of purple, pink, and yellow. The artwork is signed by Georges Yoldjoglou, a painter and advertising designer, whose name is mentioned below the illustration.

The sheet features an explanatory text in a column on the right, printed in black on a white background. At the bottom, the inscription "ANNÉE MONDIALE DES COMMUNICATIONS" (WORLD COMMUNICATIONS YEAR) is clearly written in capital letters. A self-adhesive postage stamp with a face value of 2.60 F, matching the theme, is affixed to the bottom right, accompanied by a first-day cancellation "March 2, 1983 - World Communications Year - Paris."

The visible part of the sheet also shows a golden frame, highlighting the commemorative aspect and the careful presentation typical of CEF editions. In the left margin, the CEF catalog number "674" is printed, along with information on the print run and numbering, here "10195," confirming the specific copy.
