Issued on July 28, 1961, it features four colorful stamps (green, blue, purple, brown) "VIỆT NAM CỘNG HÒA", postmarked on the day of issue in Saigon. The envelope features a detailed illustration of the bridge against a tropical landscape with palm trees.
