Illustrated "First Day Cover" philatelic envelope, dedicated to the 19th International Railway Congress, UICC session in Paris in 1966. On the visible side, a detailed illustration features two trains: a steam locomotive in the foreground and a stylized modern locomotive, evoking the evolution of rail transport. The scene is completed by a cow silhouette and railway track elements, all against a light blue sky background.

In the upper right, the words "PREMIER JOUR D'ÉMISSION" (FIRST DAY OF ISSUE) are printed in red, accompanied by the date "9.6.66" and the location "PARIS". Two circular commemorative postmarks are affixed, bearing the inscription "19e CONGRÈS INTERNATIONAL DES CHEMINS DE FER - PARIS - 9.6.66" (19th INTERNATIONAL RAILWAY CONGRESS - PARIS - 9.6.66) and reproducing the congress iconography. A matching, cancelled postage stamp is visible in the upper right.
