This CEF philatelic sheet highlights the Council of Europe. On the visible side, two French stamps are integrated into the left part of the sheet, each illustrated with a predominantly red and black motif, and bearing the inscription "République Française". To the right, a large color photograph depicts the Council of Europe building in Strasbourg, recognizable by its modern facade and the row of international flags displayed in front of the building.

At the top of the sheet is the title "LE CONSEIL DE L'EUROPE" (THE COUNCIL OF EUROPE).
